July 17, 2017 Update – Transportation Funding Package Update

HB2017, Oregon’s $5.3 billion transportation funding package, is expected to be signed into law by Governor Kate Brown.

The package funds congestion-reduction, bridge improvements, and transit projects, among other priorities. The measure also addresses highway improvements, including calling out OR 99E in Halsey and US 20 safety upgrades between Albany and Corvallis. The package includes a 4-cent gas tax increase in 2018, with additional increases through 2024; a 0.1 percent payroll tax; a 0.5 percent tax on new car sales; and increases in vehicle registration fees. Also, new adult bicycles with a wheel diameter of 26 inches or larger and a retail price of $200 or more will be taxed a flat rate of $15. The measure also dictates the creation of a Continuous Improvement Advisory Committee for the Oregon Department of Transportation (ODOT).

The Joint Committee on Transportation Preservation and Modernization worked since 2015 to develop the proposal, including spearheading the Governor’s Transportation Vision Panel. The Panel toured the state to hear input from stakeholders, including in the Region served by the Oregon Cascades West Council of Governments (OCWCOG).

 

June 6, 2017 Update – Draft Transportation Funding Bill Update

The Oregon State Legislature’s Joint Committee on Transportation Preservation and Modernization released a draft transportation infrastructure funding bill on Wednesday, May 31st.

Hearings on this bill began yesterday and will continue through tomorrow, as follows:

  • Tuesday, June 6th, 5:30 pm
  • Wednesday, June 7th, 5:00 pm
